Who We Are
CapitolHill Consortium for Counseling & Consultation, LLC (CCCC LLC) is a group of experienced, multicultural, and multidisciplinary therapists who are dedicated to improving the mental health of our clients and the communities in which we all live. CCCC LLC prides itself on diversity and accessibility — just as our clients come from a variety of backgrounds, ethnicities, ages, experiences, and orientations, so too does our growing consortium of 60+ clinicians.
What We Do
One of Washington DC region’s most diverse consortiums of counselors and mental health consultants.
Since 2009, our mission has been to strengthen our community by providing high-quality mental health services that are accessible and culturally sensitive. We believe that by improving the mental health of one individual, we ignite a ripple effect that improves the health of families, communities, and our society as a whole. We have been igniting this change for over a decade through individual, couples, family, and group therapies for all ages. With five locations in the greater Washington, DC region, alongside an established telehealth presence, we are ready to serve you where you are and where you want to be.

Years Of Experience
Barbara J. Brown
A native of Washington DC, Cherri completed her bachelor’s degree in Accounting at Temple University. After working at outpatient mental health clinics, Cherri’s passion for mental health and wellbeing was fortified. With that, Cheri completed a Maintenance of Certification in medical billing in 2005. With over 20 years of experience in training staff and improving medical billing, Cherri has been a great asset to our CCCC community.
Cheri joined the CCCC team in 2021 as the Billing Co-Manager working alongside Kayla Battison. In her role, Cheri helps our community navigate insurance and billing so that they can focus on the real work – supporting themselves.

Simona Efanov, Psy.D
Director of Clinical Training
Dr. Efanov is a licensed clinical psychologist who specializes in bridging the gap between past challenges and current sources of strength and resilience — an effective approach in treating individuals with anxiety, depression, difficulties with life transitions, relationship difficulties, eating disorders, and PTSD/trauma related disorders. Utilizing a combination of psychodynamic treatment methods, and incorporating aspects of cognitive-behavioral therapy, she adapts her treatment to each individual’s unique sets of needs and with evidence-based treatments.
Dr. Efanov has gained her experience by working in a variety of settings, including inpatient hospitals, eating disorder specialized centers, private practice, and in integrated medical care clinics. At CapitolHill Consortium for Counseling and Consultation, she is the director of clinical training and is the clinical supervisor of predoctoral interns, doctoral externs, and post-doctoral fellows who are completing APA requirements to become psychologists.

Barbara J. Brown, Ph.D
With a lifetime of professional experience and personal passion in the field of mental health, Dr. Barbara Brown founded CapitolHill Consortium for Counseling and Consultation in 2009, and currently serves as the leader of CCCC’s five DC-area practices and more-than 80 clinicians and administrative staff. Out of the office, her work continues; Dr. Brown is a fixture in the community, and frequently dedicates her time to spreading mental health awareness to groups like churches, schools, and corporations.
Deborah Mosley-Heath, Ph.D, LPC
MD Clinical Manager
In addition to her roles as clinician, consultant and trainer, Dr. Mosley-Heath is an adjunct faculty member at UMBC. She has served as the Clinical Director for the DC CINGS Program at the DC Department of Behavioral Health, formally the Department of Mental Health. She has also been the Clinical Supervisor, Assistant Principal and Special Education Coordinator in area DC Public and Charter Schools.
Dr. Mosley-Heath’s primary theoretical orientation is psychodynamic with an eclectic approach that utilizes aspects of cognitive-behavioral, solution-focused, play, and person-centered therapies with children, adolescents, adults, families, couples, and groups. Dr. Mosley-Heath enjoys a life dedicated to being service-minded to her clients, family, and community.

As billing manager for CapitolHill Consortium for Counseling and Consultation, Kayla is a key element that holds the team together, and helps us achieve our goal of making those in our region happier and healthier. She is available to our clients to answer any questions regarding payments, and facilitate invoicing in a streamlined, efficient way. She’s been with the team for six years.

On first contact, our team will meet with you to match you with a skilled clinician based on your unique needs. By telling us what you're looking for in therapy and approaches that have or have not worked in the past we will provide you with the right clinician to meet you where you are and where you want to be. Whether it’s an individual session, a group, or a community entity (such as a school, church, or corporate presence), we are able to tailor psychotherapy needs accordingly and provide individualized attention, treatment, and compassionate care.
